After two years, Nien Hsing Lesotho Region once again invited GIRL4ce, a youth group trained by a local NGO - Help Lesotho, touring in the factory to campaign to end GBVH and promote gender equity.

The event kicked off at Formosa Textile with a lunch break performance where the youth from Girl4ce started with a modern style African dance, drawing employees' attention and bringing the audiences to the highlight of the show, which is a drama play promoting the month's theme – domestic violence. The drama was a real-life story about the journey of a battered woman who goes from being too weak to fight back to becoming brave and capable of standing up for herself. Finally, the facilitator, a Girl4ce counsellor and trainer, gave a 15-minute advocacy speech and interacted with the audience through a question and answer session, guiding audiences to think and embed the concept of gender equality among them.

To create a friendly and safe working environment, the factory management and HR departments are taking the initiative to address the issue of sexual harassment and promote gender equity in the workplace. We believe that it is a fundemental human right for every employee, regardless of age, gender or background, to live freely in a safe environment without fear of being the victim of sexual harassment. Another message we want to convey through our advocacy performances is that we may not be the perpetrators but indirectly becoming a silent accomplice to sexual harassment by remaining silent. In addition to reminding employees to protect themselves from being the victim of harassment or abuse, we hope to create a safe and inclusive working environment by building up the fundamental concept of speaking up for ourselves and others.

About Girl4ce

Girl4ce is a training project for Lesotho youth initiated by Help Lesotho. Through professional counselling and training on dance, drama, inspirational speeches and interaction, these young victims of domestic violence were thought to voice up on what Lesotho people can do to promote gender equity and women empowerment, hoping to create a brighter future for Lesotho. GIRL4ce will be conducting monthly campaign performances at factories from May onwards through easy-to-understand and lively performances on various topics for employees to gain extra knowledge on gender equity while relaxing with co-workers during lunch break.

To promote the wellbeing of our workers, Nien Hsing Textile, Kontoor Brands, Swasti Health Catalyst, and Lesotho Boston Health Alliance (LeBoHA) have collaborated on an 18-month-long Invest for Wellness Program (I4We) to enhance the health and wellbeing of 10,000 employees at Nien Hsing Lesotho Region. This program aimed to establish a sustainable and accessible primary health care service within the factories.

Health training and clinic strengthening are the two mechanisms used for implementing the program. It built up capacities of the workers in the factory to be aware of health priorities and promote their wellness through training and behaviour change, at the same time partnering with local professional health organizations to strengthen the factory clinics.

 

One of the key improvements of the program is the health training facilitated by the selected health facilitators at each factory. 5 health facilitators from each factory attended a week-long training by Swasti on training skills, they were taught to use the personal skill they have to assist them to facilitate the training, including singing, sports games, role play and drawing…etc. The training covered 3 main primary health care areas including basics of health and nutrition, stress and time management, as well as communication skills. Each factory then organized a 90 minutes session on each model for the workers, each session covers 25 workers from different departments. By the end of the program period, the Health Facilitators had trained 10,760 workers across the factories of Nien Hsing.

 

Ms Ntaoneng, one of the female employees from sewing department, thinks that after the I4We health training, she has witnessed a remarkable change in health awareness among her peers. She happily stated that they are more aware of their health and environment and said, “Workers, particularly women are more aware of occupational health and menstrual hygiene. Workers who have been trained are sharing lessons learned and key messages with their families and community.”

 

Limitations to access to medical resources is a major issue in Lesotho, workers can spend up to 2 days or more lining to see a clinic doctor, and the expenses are unaffordable for most of them. The Company sees the health of workers as the most valuable asset for a company, by increasing the health status and wellbeing of workers, we are able to improve productivity and create a better working environment. Therefore, part of the I4We programme is to strengthen the clinic infrastructure and services.

 

With assistant from the partner health specialist Lesotho Boston Health Alliance (LeBoHA), Nien Hsing team conducted regular clinic assessments at each factory, offering necessary medical supplies such as first aid equipment, medicines and professional advice. Moreover, the clinic staff were trained on imparting health awareness to the workforce, with the support from factory management ensuring consultations and necessary screening for health conditions to employees were offered.

 

Dr Nelly, one of our clinic doctors said that “Earlier the clinic only provided services for people living with HIV; it has moved from an AIDS-only clinic to a primary care clinic that provides all services since the i4We program. Workers are more willing to approach the clinic now as compared to earlier. During the pandemic, workers continued to access the clinic services.”

Lesotho induced the national lockdown due to Covid-19 pandemic from 29th March and lifted on the 5th May, all sectors were only allowed to resume its business after inspections by the ministry officials. Nien Hsing is the first company in the garment sector in Lesotho which has been approved by the Ministry of Labour and Employment to re-open. Below is how and what NH has done to be fully prepared for our 12,000 workers to return to work!

First of all, all work stations at NH have been re-engineered to ensure a space of one meter between workspaces as per World Health Organization (WHO) guidelines and theses are clearly marked. Workers are also work in shifts to meet the spacing and production requirements. None the less, the factories have also included staggered meal breaks per department, with safety announcements being made at each workstation each morning and daily prevention trainings to each employee.

The management has been working on the measurement and prevention plans for the reopening of the factory since March. The guideline for Covid-19 management from the government has strictly complied to protect the hygiene and safety of all the staff, the Group also introduced a thermal scanner in its factories for ease the queue for

temperature when people come into work. Before this pandemic goes away, all employees are requested to comply with existing preventive measures to help to curb the spread of the virus. Such practices are important to secure the safety and health status of our workforce and the operations of our factories.

The Minister of Labour and Employment Mrs Rantso applauded the actions taken by Nien Hsing after visiting the factories and emphasis that they would use it as the model, and share the Nien Hsing experience to other factories in the sector that are waiting for approval to re-open. Textile and garment industry contributes to the majority workforce in Lesotho, it is highly important to put the health and safety of the frontline employees as the first priority for most sections involve frequent contact and high population density at each station.

“We are in this together, although Nien Hsing is facing one of its greatest challenges and our factories across the globe are suffering like all other enterprises, we have to put the benefit of our frontline workers as the priority, and we are hoping for the better to come”, said Felipe Fang, the Regional Director of Mexico and Lesotho. As an employer runs 8 factories across the globe including Lesotho, Mexico, Vietnam and Taiwan, the Group is prepared for the unpredictable and hope for the better!

In partnership with one of the leading apparel company – Kontoor Brands, and facilitates by the health consultancy firm - Swasti Health Catalyst, Invest for Wellness (I4We) program is to strengthen the clinics and promote health knowledge among all the workers across the factory at Lesotho region.

A sustainable system and mechanism is built in order to offer wellness and better working environment for the workers across the NH factories in Lesotho. By the end of the project, the workers will have access to quality and, primary treatment and care locally during working hours; moreover, they will become aware of health priorities and needs and able to promote their own wellness through behavior change.

The 17-month program is implemented by the team consists of factory Nurse, Welfare/HR and Peer Facilitators. The biggest step of the program will be strengthening factory clinic with stronger policies, guidelines, protocols to address the health issues of the workers. Apart from mapping of health services and linkages with service providers, basic health screening, treatment and follow-up support for all the workers through health camps in the factory will be implemented in the program. By developing peer educators on health, the program will enhance the knowledge among female workers on menstrual health and hygiene.

For personal wellbeing of the workers, workers will be ensured to have access to clean water, air quality and ergonomics, as well as hygiene in the toilets and ensure provision of hand hygiene products. Finally, factory systems will be developed to measure the impact of the i4We program, including planning regular review meetings to track progress, challenges and learning from the program and document them in the prescribed reporting formats.

Almost 45% of our workers have been trained in the program and have received positive feedbacks. Ramabanta Ramateneng, who has been in NH for almost 13 years shared his observation on the impact of the program and said,”The employees are starting to pay greater attention on hygiene and safety at work place. Not only the ones who has been trained, are they making positive influence on other workers too.” He also noticed that employees are using the PPEs properly and most importantly, they understand the importance of washing hands properly and incidents caused by improper hygiene such as diarrhea has gone down; the production and efficiency has obviously gone up, and it is great he could apply the methods and the activities he learned from the training to teach his family and members of the community.

With financial support from the Levi Strauss Foundation (LSF), the Centre for Promotion of Quality of Life (LIFE Centre), a non-profit organization in Vietnam, has been partnering with Nien Hsing Ninh Binh (NHNB) factory in Vietnam to improve workers’ lives since 2014. During the first LSF grant (2014-2016), the partners aimed to achieve two major goals, improving NHNB workers’ health and their family’s wellbeing and strengthening supervisory skills for NHNB line leaders so as to enhance working relations. WWB areas identified from the worker’s needs assessment included reproductive health, farming-based health issues, financial literacy and savings. The factory also noted the needs to improve supervisory skills of their Vietnamese and Taiwanese supervisors to enhance working relations.

PHASE I

The partners formed and built capacity of 70 NHNB workers (i.e. 2% of 3,400 totally) as WWB supporters who were trained on communication and group facilitation skills, as well as the health topics raised by workers on worm disease, hand-foot-mouth disease, Dengue fever, HIV, and Hepatitis B&C. The project team and WWB collaborators organized eight health seminars and distributed booklets on the above health issues to all NHNB workers. Thirty Taiwanese and Chinese managers and 100 Vietnamese line leaders were equipped with supervisory skills, which was considered a major driver for effective task and people management, reducing work tension and enhancing working relations.

As the result, 93.9% of the interviewed workers during the evaluation reported to have benefited from the project activities. The evaluation showed some modestly positive changes among workers (Table 1).

PHASE II

During the period of 2017-2019 (also supported by the LSF), LIFE and the management and WWB team representatives of NHNB planned a number of activities to build NHNB in-house capacity for driving WWB initiatives including, assisting NHNB WWB team to use internet-based survey questionnaire instead of asking workers in person to objectively collect workers’ feedback and suggestions on factory policies and regulations; assisting the WWB collaborator team to design, implement and evaluate WWB activities with creative methods that engaged workeres and their family; and providing training and coaching to the WWB team to use effective visual methods (e.g. story telling, taking pictures, collecting workers’ quotes) to show-case excellent WWB champions and practices in order to recognize and promote WWB initiatives, which have proven to bring about great benefits to both NHNB workers and the factory middle level management team.

Nien Hsing Textile has donated 200 Thermos food flasks and 30000 Maloti to three local NGOs as part of Meals of Hope Project at Lesotho region on 12th September.

The project started with the Chairman Mr. Richard Chen’s idea of donating 200 food flasks to the local community, then extend to the Meals of Hope Project, which the group fundraised R30000 among the expats in the Lesotho Region. Three organizations benefited were Resource Centre for the Blind, St. Angela Children’s Centre for Disabled, SOS Children’s Village, Lesotho. Leading by the Regional Director, Mr. Felipe Feng, five factory managers in the region also attended the donation ceremony, including C&Y Garments, Nien Hsing International, Global Internal, Glory International and Formosa Textiles.

Ms. Mamokhosi Thamae, the CEO of St. Angela Children’s Centre for disabled, expressed her gratitude for the donations and said, “For many years our main donor had been Sentebale and they have now decided to take on another mandate to care for people living with HIV/AIDS, the funding from Nien Hsing really comes as a great relief for the 35 children we serve at this challenging moment.”

NH sustainability plans involve helping with maintenance issues in the farcicalities of the NGOs we visit. The 5 factories conduct 2 community outreaches a year, visiting local orphanages, schools and tribes as part of our sustainability plan; understanding the needs of the groups then offering assistances such as painting walls, school desks and chairs, or other maintenance support.

Regarding workers’ and community wellbeing, the company also implemented a programme called Invest for Wellness (I4WE), to establish and strengthen a vibrant and functional health system that delivers primary health care in the factory to prevent and treat high bourdon health conditions. More than that, building positive work relationships between workers and supervisors and support factories for Women’s Career Advancement for engendered workplace. The aim of the programme is to establish the system mentioned above and gradually passing the concept of healthy life style into the community.

Tomb Sweeping Festival (Qingming Jie) – which takes place on April 5 of the western calendar, is one of the most important holidays in Taiwan, especially when it comes to ancestral worshipping. Yes, anyone remotely familiar with Chinese tradition knows that elders and ancestors are revered, and Qingming Jie puts them in central focus. It is one of the oldest holidays on the planet and is still practiced today.

On this day, most families visit the graves of their ancestors, as well as laying out flowers sweeping away last year’s soil and detritus; and present offerings of tea, wine, incense, candle, paper money and whatever else might be useful in the afterlife. It’s also an opportunity for families to get together and embrace the unity, as this is normally the time that the flowers start blooming with the advent of spring.

Besides cleaning the tombs, the pious also conduct prayers in hopes that they can help the spirits of their departed family members get comfort and contentment in the afterlife.

The Story Behind

Thousands of years ago, a prince named Chong’er of the Jin had fled the kingdom and was in exile for 19 years. One day, Chong’er was starving and one of his loyal followers, Jie Zhitui cut off a piece of his own thigh to make soup for Chong’er—that’s how dedicated he was to serving his Prince! Chong’er promised he would reward his friend for this selfless act.

Eventually, Chong’er ascended to the throne as Duke of Jin. At this time, Jie resigned and went to live in the forest with his mother. He extended invites to Jie and even went out in the forest in search of him, but to no avail. The Duke then ordered the burning of the forest in order to force him out. Unfortunately, Jie and his mother both ended up dying in the fire. Feeling guilty, Chong’er ordered that a period of 3 days every year be observed during which any fire was banned in remembrance of Jie. This practice of remembering the deceased evolved into the Qing Ming Festival.

Communication Skills, Grievance Procedure, Sexual Harassment & Anti Bribery Training in Lesotho

Nien Hsing Lesotho launched training on Communication Skills, Grievance Procedure, Sexual Harassment & Anti Bribery at all their facilities in Lesotho to improve relations between foreign staff and local workers, as well as to build up a tougher complaint system to fight bribery and harassment in the workplace.

The number of cases on bribery and sexual harassment have traditionally remained low, partly due to the secretive nature of the offences and the long duration of many investigations. In addition, the means for reporting bribery offences and harassment in the workplace to authorities are not always clear.

According to a survey by the research agency, Columinate (2018), 57% of women, and 47% of men claimed that unwanted advances came from a workplace peer; 51% of workplaces do not have a clear sexual harassment policy in place; and only 20% of businesses employ a reporting hotline, with another 20% offering training on eliminating sexual harassment in the office.

In Nien Hsing, we realized the need to improve our harassment policies and procedures to ensure adequate protection of our employees. Based on the statistics by Columinate and other related studies conducted in Lesotho, it is evident that preventing sexual harassment and bribery in the factories is an on-going process—one receiving our undivided attention.

The goal for Nien Hsing is to ensure that employees are aware of the procedures in place to assist any victims of sexual harassment—whether within the workplace or at home—to report the incident without fear of retaliation or career consequences. Not only to victims, but also assist those who are witnesses to any assault enabling them to intervene appropriately, offer support to the victim, and ultimately report the incident.

Based on these goals, the training by Felipe Fang, Regional Manager Lesotho, addresses these challenges in the workplace, designing courses for supervisors and the local workers, to gain awareness and create a peaceful working atmosphere where workers and management can work together without conflict or intimidation. The training has been running for one and a half month and has received great feedback from the trainees.

One of a shop stewards—who attended the training for expatriate supervisors as an observer—complimented the training and hoped that all supervisors can really put the training into practice.

Huang Juan, one of the team leaders from China, who had joined the training for the second time, felt the change and commented that the training was carried out in a very relaxing and lively way, and the content very memorable! She also shared that how the local workers are being treated has changed: supervisors are speaking and acting in a professional manner.

Felipe has been working in Nien Hsing for 16 years. Having spent the past 15 years in Mexico as regional manager and involved in setting up factories there, he was appointed as the Regional Manager for Lesotho and Mexico in November 2018. Building up a team and setting up related training are just a number of tasks he has undertaken to improve management and relations at the facilities. In February, Felipe had initiated organizational changes for the Lesotho region to streamline communication between various management levels. He is actively involved in union relations and a strong believer in trade union rights to build up strong internal relations.

Thousands attend memorial service for workers who died in an tragic car accident earlier this month.

The hour-long service featured tributes to the 6 victims—all employees of Nien Hsing facilities in Lesotho—of a car accident which occurred on March 2nd this year, while on their way to Johannesburg for holiday in their private capacity. 

More than 2,000 people gathered today, including representatives from the government, supervisors, and co-workers, to pay their condolences and express sympathy. The event started with songs from Global Choir, and prayers led by representatives from C&Y Garments, Nien Hsing International and Global Garments. Everyone was touched by the local hymns and prayers,

Considering the funeral services is a heavy burden to the families of who lost their loved ones, Nien Hsing factories Lesotho donated M2,000 to each family, to help them through the hard time. Nien Hsing also offered a job to the dependent of one of the victims, who became the breadwinner of the family following the incident. On behalf of Nien Hsing group, Lesotho Regional Director, Mr. Felipe Feng, greeted the family members of the families and offered them the donations after the service. Mr. Feng said, “Nien Hsing is a big family, and it is really sad to have lost our family members, but we must take care of ourselves so our loved ones can rest peacefully.”

On behalf of The Minister of Finance, Mr. Mphonyane Lebesa attended the service to express his grief and said, “We are all saddened by this tragedy, but we believe our loved ones will rest in peace in heaven.” Counsellor Ms. Makham Sam, also encouraged family members of the victims and who were on site, to seek out professional counselling to release their emotions, preventing possible post traumatic stress.

Nien Hsing Textile – our textile mill located in the county of Miaoli in Taiwan – has once again stepped up and provided the resources and location for a project on helping foreign workers to Taiwan familiarize themselves with the culture and factory environments.
In partnership with the Miaoli local government, the factory played host to a short film focusing on making expatriate workers feel welcome to the district. Vietnamese and Indonesian workers from our factory took part as actors, and some of our managers even featured in the video.

The Difficulty in Fitting in

In the global market today, few can say they have not worked abroad, and fewer can say fitting into a new environment was easy. This is a reality that plays out around the world, at all industries, and is often overlooked. Providing workers with suitable living conditions and a decent orientation program, will not only make them feel more welcome, but will also provide locals with the opportunity to understand the new arrivals better.

Formosa had four teams participating in the singing competition this year as part of their recreation for worker wellbeing. The participation is encouraged, with even a team from the kitchen joining.
Top prize goes this year to the choir from the combined Weaving & OE group, with Finishing coming in second, and another Weaving choir in 3rd place.

Another great effort by our factories in their pursuit of worker well-being. Watch out for the Lesotho garment factories’ inner- and inter-factory competitions in November!

Resources consumption and reducing our reliance on it is an increasing pressure and challenge, that can never be measured in “enough”. The challenge is becoming a daily endeavour, and with Nien Hsing doing business as a vertical integrated package, the continuous struggle to find cleaner production options at all levels continues. With so many projects underway it’s easy to forget about some of the outstanding achievements of the last months and ones currently in progress.

Mills an Energy Draining Source

Textile mills just gobble up power. It’s an energy consumption monster from the first processes of carding to dyeing, weaving to various finishing applications. As such, finding ways to reduce natural resources consumption in this area has taken the forefront in our quest to look at more effective energy management for our mills.
With this, our mill division management had set out as early as 2016 on reviewing opportunities that can be implemented at the textile mill that will lead to reduction in energy consumption.

Implementation & Success

Beginning in November 2016, the pilot for this project was launched in our Taiwan mill, Nien Hsing Textile (HouLong). The energy management system implemented was one of four identified projects to reduce natural resource energy consumption, and the purpose of the energy management project was to regulate the efficiency of air compressor automatically. Via this system, the air compressors would be activated and deactivated based on production loading, thereby cutting up easily 30% of the energy consumption on this part alone.
Another essential feature measured of the following year was the control of energy requirements between the various departments. By regularly monitoring how energy is requested and when it is done, hot spots (areas of high usage) could be identified and remediated.

Limits can also be set, and when reached, will sound an alarm allowing the operator to investigate as to which requirements are stressing the system. This real-time feedback gives the factory full access to understand how the production is taxing on various energy processes.

Expansion

Based on the successes obtained by our Taiwan mill facility, the management system is now under investigation for other regions and partnerships that will bring these benefits to all the mills.
Additional investigations are also launched into how much such a system can benefit garment facilities – though less intensive in their demand for high loading of electricity – still rely heavily on natural energy resource consumption.
