After two years, Nien Hsing Lesotho Region once again invited GIRL4ce, a youth group trained by a local NGO - Help Lesotho, touring in the factory to campaign to end GBVH and promote gender equity.

The event kicked off at Formosa Textile with a lunch break performance where the youth from Girl4ce started with a modern style African dance, drawing employees' attention and bringing the audiences to the highlight of the show, which is a drama play promoting the month's theme – domestic violence. The drama was a real-life story about the journey of a battered woman who goes from being too weak to fight back to becoming brave and capable of standing up for herself. Finally, the facilitator, a Girl4ce counsellor and trainer, gave a 15-minute advocacy speech and interacted with the audience through a question and answer session, guiding audiences to think and embed the concept of gender equality among them.

To create a friendly and safe working environment, the factory management and HR departments are taking the initiative to address the issue of sexual harassment and promote gender equity in the workplace. We believe that it is a fundemental human right for every employee, regardless of age, gender or background, to live freely in a safe environment without fear of being the victim of sexual harassment. Another message we want to convey through our advocacy performances is that we may not be the perpetrators but indirectly becoming a silent accomplice to sexual harassment by remaining silent. In addition to reminding employees to protect themselves from being the victim of harassment or abuse, we hope to create a safe and inclusive working environment by building up the fundamental concept of speaking up for ourselves and others.

About Girl4ce

Girl4ce is a training project for Lesotho youth initiated by Help Lesotho. Through professional counselling and training on dance, drama, inspirational speeches and interaction, these young victims of domestic violence were thought to voice up on what Lesotho people can do to promote gender equity and women empowerment, hoping to create a brighter future for Lesotho. GIRL4ce will be conducting monthly campaign performances at factories from May onwards through easy-to-understand and lively performances on various topics for employees to gain extra knowledge on gender equity while relaxing with co-workers during lunch break.

After 4 years of effort on internal transformation, the Government Pensions Fund Global of Norges Bank terminated its observation on Nien Hsing in March 2022, based on a recommendation by Council on Ethics (COE), recognizing Nein Hsing's breakthrough in sustainable development.

In July 2018, the Council on Ethics (COE) recommended placing Nien Hsing under observation due to a systematic human rights violation, based on the report produced by Worker Rights Consortium (WRC). The finding identified violations such as sexual harassment, workplace harassment and other health and safety issues across the factories in the Lesotho region. A joint agreement between Nien Hsing, customers, local NGOs and trade unions was signed in August 2019 after a series of negotiations, followed by the establishment of the programme office Workers' Rights Watch (WRW), to implement projects to strengthen the internal system and correct issues identified in the report. The project consists of GBVH education and awareness training, anti-GBVH campaigns, revision of internal policies, as well as setting up grievance mechanisms, for the Company to tackle the problems step by step.

Provide education and awareness training to enhance employees' knowledge of GBVH

Lesotho has long been suffering from its sluggish economy, with 49% of the population living below the international poverty line and the majority of women having to work to contribute to the household. 85% of Nien Hsing's employees are women, how to create a fair and equitable working environment is the main task for the Company. We believe education is the key to success; therefore all employees in the region received two-day anti-GBVH training, covering topics such as prevention of sexual harassment in the workplace, gender equality and complaint mechanism, offering views on gender and equality. Extra training on case handling and advocacy were provided to the senior management to enhance their ability to promote anti-GBVH within the factories.

In addition, the Company had partnered with the consultancy firm Re Mmoho, providing training to 500 supervisors to enhance their management skills such as communication, employees relation and emotion management, and the knowledge of sexual harassment prevention and case handling. The Company also worked with local government organization - Help Lesotho, inviting youths whom the organization have trained for factory tours promoting anti-GBVH and gender equality via drama, dances and speeches, internalizing the concept of female empowerment and gender equality among employees.

Improving the grievance mechanism to protect labour rights

Through the project, we have also established a fair, confidential and systematic mechanism for the lodging and handling of GBVH complaints. The first step is to start an information line handled by a local NGO; cases received by the information line are then referred to the programme office for an independent investigation, ensuring the privacy of the complainants and the fairness of investigation procedure and determination. We have found that employees became more vocal about their rights and those of their peers, which is a milestone in improving communication between management and employees.

More than that, the Company has worked with KC Research and Consultant to set up an independent hotline to provide multiple channels for employees to file their grievances other than internal suggestion box or grievance form. Grievances relating to wealth and benefit, working conditions, harassment or health and safety are reported directly to the factory management and ESG Department via hotline and handled promptly; ensuing complaints and concerns of each employee are properly heard and solved.

Adequate internal HR policies are an integral part of the process of improving the system. The programme office has also revised relevant HR policies such as Disciplinary Rules and code of conduct, harassment policy, GBVH Policy to strengthen the internal structure. The training was given to the management and HR personnel to ensure the implementation of the new policies and efficiency in handling the cases.

Human right is one of the most important indicators of corporate ESG. Protecting labour rights is what Nien Hsing is committed to and its major goal, so that all female employees can work in a safe and empowering environment. It is worth mentioning that according to employees satisfactory survey conducted in 2022, the satisfaction rate regarding workplace friendliness and the relationship with supervisors was over 90%, we are glad to see the positive feedback from our employees, which proves the Company is on the right direction, and we will keep improving by understanding the needs of the employees. As mentioned in Council on Ethics recommendation, "The follow-up investigation in 2021 indicates that the workplace culture at Nien Hsing has improved, that incidents of GBVH have declined, and that the grievance mechanism has gained most employees' trust."

As stated in the WRC report in August 2019, "Given the ubiquity of sexual harassment in the global workplace, the most meaningful measure of corporate responsibility is not whether the problem exists in a company's operations but whether the Company is, or is not, pursuing bold and innovative means to address it. To their credit, Nien Hsing is doing so. "The Company does not fear obstacles and mistakes, setting goals and constantly looking for innovative ways to combat them is an important part of Nien Hsing's approach to sustainable development. We will carry on strengthening the Company’s internal sustainable progress, gaining the recognition and trust of our employees, investors, customers and other stakeholders.

To promote the wellbeing of our workers, Nien Hsing Textile, Kontoor Brands, Swasti Health Catalyst, and Lesotho Boston Health Alliance (LeBoHA) have collaborated on an 18-month-long Invest for Wellness Program (I4We) to enhance the health and wellbeing of 10,000 employees at Nien Hsing Lesotho Region. This program aimed to establish a sustainable and accessible primary health care service within the factories.

Health training and clinic strengthening are the two mechanisms used for implementing the program. It built up capacities of the workers in the factory to be aware of health priorities and promote their wellness through training and behaviour change, at the same time partnering with local professional health organizations to strengthen the factory clinics.

 

One of the key improvements of the program is the health training facilitated by the selected health facilitators at each factory. 5 health facilitators from each factory attended a week-long training by Swasti on training skills, they were taught to use the personal skill they have to assist them to facilitate the training, including singing, sports games, role play and drawing…etc. The training covered 3 main primary health care areas including basics of health and nutrition, stress and time management, as well as communication skills. Each factory then organized a 90 minutes session on each model for the workers, each session covers 25 workers from different departments. By the end of the program period, the Health Facilitators had trained 10,760 workers across the factories of Nien Hsing.

 

Ms Ntaoneng, one of the female employees from sewing department, thinks that after the I4We health training, she has witnessed a remarkable change in health awareness among her peers. She happily stated that they are more aware of their health and environment and said, “Workers, particularly women are more aware of occupational health and menstrual hygiene. Workers who have been trained are sharing lessons learned and key messages with their families and community.”

 

Limitations to access to medical resources is a major issue in Lesotho, workers can spend up to 2 days or more lining to see a clinic doctor, and the expenses are unaffordable for most of them. The Company sees the health of workers as the most valuable asset for a company, by increasing the health status and wellbeing of workers, we are able to improve productivity and create a better working environment. Therefore, part of the I4We programme is to strengthen the clinic infrastructure and services.

 

With assistant from the partner health specialist Lesotho Boston Health Alliance (LeBoHA), Nien Hsing team conducted regular clinic assessments at each factory, offering necessary medical supplies such as first aid equipment, medicines and professional advice. Moreover, the clinic staff were trained on imparting health awareness to the workforce, with the support from factory management ensuring consultations and necessary screening for health conditions to employees were offered.

 

Dr Nelly, one of our clinic doctors said that “Earlier the clinic only provided services for people living with HIV; it has moved from an AIDS-only clinic to a primary care clinic that provides all services since the i4We program. Workers are more willing to approach the clinic now as compared to earlier. During the pandemic, workers continued to access the clinic services.”

Plastic reduction has been the key environmental topic, and the global movement envisioning a future free from plastic waste has been going on for a long period.

But how to make it sustainable and hassle-free is what society needs to explore and pursue. To make sustainable production and zero waste into reality, Nien Hsing and eco campaigner GX Foundation have collaborated on a recycle denim bag project.

The Company collects old jeans and denim from the employees, then send them to the Eco-fashion brand Story Wear to redesign into denim recycle bags. Like courtesy umbrellas, GX Foundation will distribute these bags to partner bookstores and other outlets throughout Taiwan, for customers to borrow when they forgot to bring their shopping bags then return after use. The initial goal of the project is to produce 1,000recycled bags; Nien Hsing has already collected over 300 pairs of jeans from our employees in the first week.

Reducing energy consumption and production waste has been a long-standing goal for Nien Hsing. Reducing energy consumption, reusing materials and recycling are three key principles to sustainable production in the garment industry, which are the basic corporate social responsibilities and commitment to our customers. Apart from developing a more eco-friendly and sustainable production, Nien Hsing supports brands and designers that share the same vision. In 2021 Taipei Fashion Week, Nien Hsing had the opportunity to support Story Wear by providing stock denim fabrics for the show, taking part in creating a more sustainable and circular garment industry.

      Sustainability has always been the vision and commitment of Nien Hsing. In 2019, Taipei Headquarters took the lead to launch a series of EMPOWER Classes on handcraft patchwork teaching, responding to the focus on underprivileged families and women issues by co-partnership with Neihu Women and Family Service Center for ten months.

      In addition to sponsoring four desktop sewing machines for the course uses, Nien Hsing coordinated its textile mills to donate fabrics reuse and course materials. Also, over 30 volunteers from different departments of the Taipei headquarters take turns assisting the courses with up to 25 service hours which had helped more than 30 women/family (underprivileged ethnic groups, financial difficulties, single-parent women who independently raising the family and children) to provide learning opportunities to cultivate hands-on skills to empower more possibilities in the future employment.

      Internally, it would show the stand of Nien Hsing to all subsidiaries the importance and determination on provoking women‘s rights and gender equality in employment, and would gradually take it as a part of operations and corporate DNAs. On the external side, hopefully, it would be a spark to ignite the chain reaction of the industry to partake in more skills/technical public education programs. And hope that more corporate will respond, engage, and implement more diverse social care programs to light up more possibilities!

Lesotho induced the national lockdown due to Covid-19 pandemic from 29th March and lifted on the 5th May, all sectors were only allowed to resume its business after inspections by the ministry officials. Nien Hsing is the first company in the garment sector in Lesotho which has been approved by the Ministry of Labour and Employment to re-open. Below is how and what NH has done to be fully prepared for our 12,000 workers to return to work!

First of all, all work stations at NH have been re-engineered to ensure a space of one meter between workspaces as per World Health Organization (WHO) guidelines and theses are clearly marked. Workers are also work in shifts to meet the spacing and production requirements. None the less, the factories have also included staggered meal breaks per department, with safety announcements being made at each workstation each morning and daily prevention trainings to each employee.

The management has been working on the measurement and prevention plans for the reopening of the factory since March. The guideline for Covid-19 management from the government has strictly complied to protect the hygiene and safety of all the staff, the Group also introduced a thermal scanner in its factories for ease the queue for

temperature when people come into work. Before this pandemic goes away, all employees are requested to comply with existing preventive measures to help to curb the spread of the virus. Such practices are important to secure the safety and health status of our workforce and the operations of our factories.

The Minister of Labour and Employment Mrs Rantso applauded the actions taken by Nien Hsing after visiting the factories and emphasis that they would use it as the model, and share the Nien Hsing experience to other factories in the sector that are waiting for approval to re-open. Textile and garment industry contributes to the majority workforce in Lesotho, it is highly important to put the health and safety of the frontline employees as the first priority for most sections involve frequent contact and high population density at each station.

“We are in this together, although Nien Hsing is facing one of its greatest challenges and our factories across the globe are suffering like all other enterprises, we have to put the benefit of our frontline workers as the priority, and we are hoping for the better to come”, said Felipe Fang, the Regional Director of Mexico and Lesotho. As an employer runs 8 factories across the globe including Lesotho, Mexico, Vietnam and Taiwan, the Group is prepared for the unpredictable and hope for the better!
